<p><strong>Mothers take a much bigger and long-lasting hit to their income after having a child compared with new fathers. A USC researcher found a promising strategy to narrow the gap.<\/strong><\/p>\n<p>Despite progress in recent decades to close the salary gap between women and men in the workplace, one stubborn disparity persists: Mothers earn much less after having a child.<\/p>\n<p>Not only does their income drop significantly after women give birth \u2014 by about\u00a0<a href=\"https:\/\/www.economist.com\/graphic-detail\/2019\/01\/28\/how-big-is-the-wage-penalty-for-mothers\" target=\"_blank\" rel=\"noopener noreferrer\">40% in the United States<\/a>\u00a0\u2014 but this so-called \u201cchild penalty\u201d lingers for years. On average, new fathers experience no such hit to their earnings.<\/p>\n<figure id=\"attachment_121541\" aria-describedby=\"caption-attachment-121541\" style=\"width: 222px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-121541\" src=\"https:\/\/keck.usc.edu\/news\/wp-content\/uploads\/sites\/68\/2023\/11\/Emily-Nix_Courtesy-web-232x300.jpg\" alt=\"\" width=\"232\" height=\"300\" \/><figcaption id=\"caption-attachment-121541\" class=\"wp-caption-text\">USC economist Emily Nix found high-quality childcare can help women regain their earning power after giving birth.<\/figcaption><\/figure>\n<p>A new study led by\u00a0<a href=\"https:\/\/www.marshall.usc.edu\/personnel\/emily-nix\" target=\"_blank\" rel=\"noopener noreferrer\">USC economist Emily Nix<\/a>\u00a0has untangled some of the complex reasons behind that child penalty. It also revealed one promising way to close the gap: high-quality child care.<\/p>\n<p>\u201cIt has a huge impact,\u201d said Nix, assistant professor of finance and business economics at the\u00a0<a href=\"https:\/\/www.marshall.usc.edu\/\" target=\"_blank\" rel=\"noopener noreferrer\">USC Marshall School of Business<\/a>. \u201cIt reduces the child penalty by 25% during the years of treatment. It\u2019s not going to totally close the gap, but I would argue that 25% is much better than zero. It\u2019s slow and steady, but it\u2019s progress.\u201d<\/p>\n<h3>Women see income drop after giving birth, but it doesn\u2019t have to stay that way<\/h3>\n<p>In a\u00a0<a href=\"http:\/\/bit.ly\/childpen\" target=\"_blank\" rel=\"noopener noreferrer\">working paper<\/a>\u00a0with collaborator Martin Eckhoff Andresen from\u00a0<a href=\"https:\/\/www.ssb.no\/en\" target=\"_blank\" rel=\"noopener noreferrer\">Statistics Norway<\/a>, Nix compared data on earnings among heterosexual and same-sex female couples in Norway following the birth of their first child.<\/p>\n<p>The researchers found that men see little impact on their earnings. But women in heterosexual couples see their pay shrink by 20% on average \u2014 whether due to staying home to care for the newborn, shifting to part-time work or other reasons. That drop persists for at least five years and likely longer, Nix said. Heterosexual couples who adopted a child experienced similar effects.<\/p>\n<p>In same-sex couples, however, they found a dramatically different pattern. The birth mother\u2019s income fell 13% after childbirth, along with a 5% drop for her partner. But within two years, the birth mother caught up with her partner. By four years after birth, the incomes of both mothers had fully recovered.<\/p>\n<p>Those results point to two likely explanations behind the child penalty, Nix said. First, traditional gender norms dictate that women should stay home to care for a new child. Second, mothers generally tend to have a greater desire than men to spend time with children.<\/p>\n<p>\u201cThose factors are hard to disentangle,\u201d Nix said. \u201cBut they can help us look at different policies that might affect that gap.\u201d<\/p>\n<h3>USC study explores ways to help women regain earning power after giving birth<\/h3>\n<p>Two policies are often proposed to reduce the child penalty. The first is paternity leave, which experts suggest could help divide parenting responsibilities evenly between parents and allow mothers to return to work sooner.<\/p>\n<p>Nix at first believed paternity leave would help, \u201cbut we found that this very expensive policy had basically no impact.\u201d<\/p>\n<p>Paternity leave does offer valuable benefits, including\u00a0<a href=\"https:\/\/www.nytimes.com\/2019\/06\/04\/upshot\/sweden-finds-a-simple-way-to-improve-new-mothers-health-it-involves-fathers.html\" target=\"_blank\" rel=\"noopener noreferrer\">enhancing mothers\u2019 health<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.nytimes.com\/2020\/04\/17\/parenting\/paternity-leave.html\" target=\"_blank\" rel=\"noopener noreferrer\">strengthening bonds<\/a>\u00a0between fathers and children, she said. \u201cBut if you want this to be your solution to the child penalty, it\u2019s not working.\u201d<\/p>\n<p>The second policy is subsidized child care. Some Norwegian parents in Nix\u2019s study had access to high-quality care when their child was a toddler. That support did cut into the child penalty, reducing it by 25%, although the benefit did not persist once child care stopped after age 3.<\/p>\n<p>\u201cThese results suggest that if policymakers wish to decrease the child penalty, they should focus on providing better child care to families,\u201d the researchers wrote.<\/p>\n<h3>Child penalty accounts for growing share of gender income gap<\/h3>\n<p>Many couples are willing to sacrifice some income to start a family, Nix acknowledged. She questions how and why that pay drop lands disproportionately on mothers.<\/p>\n<p>\u201cWe\u2019ve shown child care is one thing that has a significant impact on the unequal distribution of that sacrifice on women,\u201d she said. \u201cA 25% reduction is much more than we usually get in other policy contexts.\u201d<\/p>\n<p>On the path toward gender equality in the workplace, society has made progress on challenges like inequalities in access to education and labor force discrimination against women. Nix sees the child penalty as an\u00a0<a href=\"https:\/\/voxeu.org\/article\/child-penalties-across-countries-evidence-and-explanations\" target=\"_blank\" rel=\"noopener noreferrer\">important lingering obstacle<\/a>\u00a0to overcome.<\/p>\n<p>In recent years, it has taken a larger share of the remaining inequality between women and men in earning power.
