Government officials honored USC faculty Aug. 18 at Los Angeles City Hall for their public health work in tobacco control, prevention and research that formed the scientific foundation for local policies.<\/p>\n

Los Angeles City Attorney Mike Feuer and City Councilmember Mitch O\u2019Farrell commended Distinguished Professor Jonathan Samet, MD, MS, Flora L. Thornton Chair of the Department of Population and Public Health Sciences, and Associate Dean for Community Initiatives Lourdes Baezconde-Garbanati, Ph.D., MPH, MA, Professor of Population and Public Health Sciences, at the daily council meeting, followed by a reception.<\/p>\n

\u201cDr. Jonathan Samet and Dr. Lourdes Baezconde-Garbanati have been devoting more than 25 years to tobacco research and action, and they provided the expert testimony on which this council relied,\u201d Feuer said, referencing the city\u2019s 2014 ban on the use of electronic smoking devices in smoke-free spaces, making Los Angeles the first major U.S. city to adopt strict e-cigarette rules.<\/p>\n

Decades at the forefront of tobacco control<\/h3>\n

Samet, director of the\u00a0USC Institute for Global Health<\/a>, has participated since the 1980s in the reports of the U.S. surgeon general on smoking and health, and he served as senior scientific editor for the\u00a050-year anniversary report\u00a0in 2014. Most recently, he contributed to the 2016 surgeon general report on\u00a0e-cigarettes and youth<\/a>, the first of its kind. This fall he will step into a new role as dean of the Colorado School of Public Health.<\/p>\n

\u201cI began my career in public health research with the idea that research could make a difference\u2014that what we did could impact policy\u2014as it has,\u201d Samet said. \u201cIf you look back at 30, 40 years of tobacco control, it\u2019s not been so much at the national level, but at the local and state levels, where evidence-based actions have made a difference.\u201d<\/p>\n

Working at the intersection of culture and community health, Baezconde-Garbanati is Associate Dean for Community Initiatives in the Keck School of Medicine Dean\u2019s Office. She is also co-principal investigator of the Office of Community Engagement of the\u00a0Southern California Clinical Translation Institute<\/a>. She is a faculty member in, and co-director of,\u00a0Global Health Leadership Track\u00a0in the Master of Public Health Program, and director of the\u00a0Center for Health Equity in the Americas<\/a>\u00a0and\u00a0Immigrant Health Initiative<\/a>. She also directs community outreach and education at the\u00a0Institute for Health Promotion and Disease Prevention Research<\/a>. She is an appointee of the Governor of California to the Tobacco Education and Research Oversight Committee, and has worked with California\u2019s Department of Public Health at the state level and with the City and County of Los Angeles for decades on tobacco prevention and control issues.<\/p>\n

\u201cE-cigarettes have seen their biggest decline this year\u2014ever\u2014after a continuous streak of five consecutive years of triple-digit growth,\u201d Baezconde-Garbanati said. \u201cThat\u2019s due to the new local ordinances and state laws and the rising safety concerns that have been reported.\u201d<\/p>\n
